Governor's Recommendations 2023-24

The Governor's Budget Recommendation for Fiscal Year 2023-24 includes $49,482,594 ($47,952,874 nonrecurring) in General
Revenue funding in the Aircraft Acquisition, Operation of Motor Vehicles, Contracted Services, Operating Capital Outlay,
and Expenses appropriation categories to support the aviation operations of the Florida State Guard (FSG). This issue
would support the FSG by providing funds for the acquisition of 3 fixed wing aircraft, 3 rotary wing aircraft, 15 drones,
aircraft fuel, and associated equipment and maintenance needs.

These estimated expenditures are operating appropriations authorized by the Legislature in the prior year General
Appropriations Act, adjusted for items vetoed by the Governor, appropriations based on contingencies that did not occur,
and appropriations provided in substantive bills that were passed in the 2022 Legislative Session.  Substantive bills are
bills other than the General Appropriations Act.

Appropriations intended for only one year are automatically inversed (added or reduced) from the budget because these
amounts were carried forward from the prior fiscal year.  This does not reflect a budget increase or reduction.  It is
merely carrying out the intent of the Legislature from the prior fiscal year.

The Governor's Budget Recommendation for Fiscal Year 2023-24 includes $17,324,365 ($1,389,200 nonrecurring) in General
Revenue in the Expenses and Contracted Services appropriation categories to provide training and recruitment resources
for the Florida State Guard (FSG). This issue will support expenses for items such as stipends, training, lodging, meals,
advertising, background checks, equipment storage, maintenance agreements, medical screening and testing, records
storage, social media development, part-time project officers and recruiters, and armory support for 1,500 volunteers. In
addition, this issue funds anticipated costs associated with crew member training, compensation, and administrative needs
to support maritime and aviation operations.
